In February, the head of the US Department of Health and Human Services (HHS), Xavier Becerra, JD, looked out at a packed audience and quoted a saying often attributed to the 19th-century abolitionist Frederick Douglass. “‘It is easier to build strong children than to repair broken men,’” Becerra said, before adding his own words: “We’re in the business of repairing broken men and women in this country instead of building strong children from the start.”
